Expenditure on CSR

The MPs asked the Ministry of Corporate Affairs for district-wise CSR expenditure data for specific regions in Chhattisgarh, Uttar Pradesh, Rajasthan, Maharashtra, and Madhya Pradesh over the last five years, details on policy changes, and information regarding the misuse of funds and the number of entities spending on CSR.

What the government said

• CSR data is available in the public domain at www.csr.gov.in based on MCA21 registry filings.
• District-wise CSR expenditure data for FY 2020-21 to FY 2024-25 for the specified states is provided in Annexures I to V.
• Parliamentary constituency-wise data on CSR expenditure is not maintained centrally.
• The CSR framework is disclosure-based and Board-driven under the Companies Act.
• A Gazette notification dated 27.05.2026 widened Schedule VII to include 'Subscription to zero coupon zero principal instruments on Social Stock Exchange' to ease compliance and help Not for Profit Organisations raise funds.
• In the last three years (2022-23 to 2024-25), 30 companies were penalised with a total penalty amount of Rs. 19.94 crore for CSR violations.
• The number of PSUs and private sector entities that spent CSR funds is provided in Annexure-XI.
