1. What KaunZimmedar is
KaunZimmedar (कौन ज़िम्मेदार, "who is responsible?") is a free, non-commercial, public-interest archive of documents that Indian public institutions have already published — including procurement tenders and awards, audit reports, Bills and Acts, parliamentary questions and answers, environmental and forest clearances, regulatory orders, and court orders. We make these documents searchable, summarise them in plain language, and translate them into Indian languages so citizens can read them for themselves. It is a platform, not an authority: we do not adjudicate, investigate, or reach conclusions of our own.
2. AI-generated summaries and translations may contain errors
The plain-language summaries, headlines, and translations on this site are produced by automated systems, including AI language models. They may contain errors, omissions, or misclassifications, and machine translation and text-extraction (OCR) are imperfect. On every page, the original document is the authoritative source; where our text and the original differ, the original governs. Always verify against the linked original before relying on anything.
3. No warranty
All content is provided "as is" and "as available", without warranty of any kind, express or implied, including as to accuracy, completeness, or fitness for a particular purpose.
4. Not legal, financial, or professional advice
Nothing here — including any generated summary or RTI draft — is legal, financial, procurement, or professional advice. Do not act, or refrain from acting, on the basis of anything on this site without independently verifying it against the original document and, where appropriate, consulting a qualified professional.
5. No allegation of wrongdoing
Observations such as the value of a contract, the number of times a document was changed, or the status of a clearance are stated as facts drawn from the documents themselves, framed neutrally. They are not accusations, findings, or imputations of misconduct against any person or organisation. Readers must draw their own conclusions from the primary documents.
6. Community, accounts & your conduct
If you sign in (via Google) to comment, post, or vote, you are responsible for what you contribute. Post only factual, document-grounded discussion. Do not post defamatory statements, allegations of crime presented as fact, personal attacks, private personal data (yours or anyone else's), spam, or unlawful content. We moderate submissions and may remove content or suspend accounts at our discretion. Contributions may be translated for cross-language discussion.
7. Privacy
We are not funded by advertising and we do not sell or monetise your data. We collect the minimum:
- If you sign in, your Google account's name, email address, and profile picture, used only to identify your account and attribute your contributions.
- For aggregate visitor counts, we store a one-way salted hash of your IP address and your country — never your raw IP address.
- A session cookie to keep you signed in and to protect forms.
You can request deletion of your account and contributions by writing to the address below.
8. Source documents & copyright
The documents reproduced here are public records of Indian government and public institutions, mirrored for transparency and fair use. If you are a rights-holder, or a person or body named in a document, and wish to respond, correct, or request review of any item, contact [email protected]. We publish responses and offer a right of reply.
9. Limitation of liability
To the maximum extent permitted by law, the operators of KaunZimmedar accept no liability for any loss or damage arising from use of, or reliance on, this site or its content. Use is entirely at your own risk.
10. Changes
These terms may change as the platform develops. Continued use constitutes acceptance.
