Telangana's DBT fertilizers use Aadhaar-based system, 8.4 crore farmers covered

The MPs asked the Ministry of Chemicals and Fertilizers to state whether the Direct Benefit Transfer (DBT) system for fertilizers has been implemented in Telangana, provide details on Point of Sale (PoS) device functionality, explain how the system curbs diversion, and outline plans for strengthening the digital distribution ecosystem.

What the government said

• DBT in fertilizers is implemented at the pan-India level, including Telangana, using Aadhaar-based authentication.
• In 2025-26, 746.57 Lakh Metric Ton (LMT) of fertilizer was sold to 8.4 Crores beneficiary farmers through approximately 2.87 Lakh active retailers.
• The Union Government paid Rs. 2.17 Lakh Crores in subsidy for the 2025-26 period.
• A monthly ceiling of 50 bags per buyer is generally applied, with exceptions for Telangana (2 bags per acre for Urea) and Jammu & Kashmir (60 bags per season).
• A 'Framework for Fertilizer Sale' pilot is active in 40 districts of 20 States, allowing farmers to pre-book fertilizer via a mobile app and QR code token.
• The Integrated Fertilizer Management System (iFMS) is used for real-time monitoring of fertilizer dispatches, allocation, and stock positions.
