What did the audit examine?

This audit examined the implementation and financial management of the Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) schemes by the Ministry of Power, covering projects sanctioned up to March 2020 and updated to December 2023.

What the auditor found

• DDUGJY scheme implemented with sanctioned cost of ₹67,280 crore, closed with cost of ₹64,495 crore including budgetary support of ₹45,025 crore
• REC restricted System Strengthening component cost from ₹44,821.22 crore to ₹12,412.55 crore (14.13% to 99.05% reduction)
• Feeder separation work executed: 7,833 out of 9,019 sanctioned and 16,500 approved by CCEA
• 14.13% to 59.28% AT&C losses in 12 States and one UT (against 10-26% norm)
• Delay in award of work in 81.65% of 605 projects (13-360 days early payment of funds)
• Early payment of ₹1,603.81 crore as 60% of eligible grant without ensuring State contribution
• Recommendations: Conduct feasibility studies, carry out field surveys before DPR preparation, ensure standardization of procedures for timely project completion, and release funds as per guidelines
