CAG finds MP medical university missed 3 years of accounts, 49 officers over-inspected colleges

What the auditor found

• Teacher shortages resulted in Pupil-Teacher Ratios exceeding mandated norms (e.g., 54:1 in Higher Secondary schools against a norm of 30:1).
• ₹35.71 crore allocated for teacher training under Sarva Shiksha Abhiyan lapsed between 2018 and 2023.
• ₹303.11 crore to ₹555.86 crore in employee pension contributions were not transferred to NSDL within the prescribed period.
• Madhya Pradesh Medical Science University failed to constitute its Court and Academic Council 12 years after establishment.
• The University did not collect ₹98.60 crore in Endowment funds from 551 colleges.
• ₹23.17 crore in Goods and Services Tax (GST) on affiliation fees was not collected by the University.
• 184 out of 275 sanctioned posts at the University were vacant as of March 2023, including key roles like Rector and Finance Officer.
• ₹84.19 lakh was paid for outsourced staff deployed in excess of sanctioned posts at the University.
• Irregular procurement of solar pumps and accessories was noted in the Tribal Affairs Department audit.
