Who can bid / win?
Retired government/PSU engineers with at least 10 years' experience as Superintending Engineer (SE) or equivalent, or private sector experts with 20 years' experience in tunnel projects of 4 km+ length. Must have relevant engineering degrees, 20+ years total experience, 15+ years in tunnel projects, and 10+ years in construction/supervision of 4 km+ tunnels. Private sector experts with TBM/underwater tunnel expertise may qualify without strict experience requirements.
